I have seen this 1-2-3-4 bullshit on at least 4 different sites today. 4 all in one day!
Here is a proper chromatic scale exercise, in the fifth position (yes, fifth; a first-finger stretch to the notes on the fourth fret when ascending, a pinky stretch to fret 9 when descending).
ASCENDING start on low E string:
E-4-5-6-7-8------------------------------- B---5-6-7-8------------------------------- G-4-5-6-7-8------------------------------- D-4-5-6-7-8------------------------------- A-4-5-6-7-8------------------------------- E-4-5-6-7-8-------------------------------
DESCENDING start on high E string:
E-9-8-7-6-5-------------------------------------- B-9-8-7-6-5-------------------------------------- G---8-7-6-5-------------------------------------- D-9-8-7-6-5-------------------------------------- A-9-8-7-6-5-------------------------------------- E-9-8-7-6-5--------------------------------------

The purpose of the exercise is not to demonstrate playing "in position", in fact, switching between positions instead of stretching the fingers to reach notes that fall outside of a particular position is all part of the position trap.
This exercise is a good finger warmup, and also serves to build finger stretching dexterity. Proper and efficient technique often calls for a finger stretch rather than a complete shift of hand position.

If you know you have the notes you need within a span of 4 frets then you don't have to search, and it becomes more automatic. This is especially true when you're sight reading.

And like Emix says, you have to have certain notes within reach at times. The concept of playing 2 notes simultaneously must have escaped you.
Or are you the dude from JS who says he can play everything with one finger?

I would wager a pretty penny that Mr. Emix is capable of playing three-part harmonies, as evidenced by his intelligent and easily substantiated comments above. It is clear that he is, or will be, a competent and capable musician.
But it is puzzles and bewilders me that some who cannot even bend a string in tune is so quick to offer critique of an exercise that is a long-standing staple of the Berklee curriculum.

WTF is a "Pagianni"? Is that some of that newfangled theoretical nomenclature?
At first I thought you may be referring to composer Nicolo Paganini, but a knowledgeable perfectionist like yourself surely would not commit such a blatant error in spelling syllables phonetically..
